Not eligible to bid

Energy-sector tender. A Tawteen ICV certificate is mandatory and Al Rayyan does not hold one. Three other open tenders are not ICV-gated.

Colour

One hue runs the product.

Azure carries navigation, primary actions, selection, and every brand surface. It runs at four steps from a single hue, so every tint stays in family and nothing drifts. Gold is the only other colour that carries meaning, and it means exactly one thing.

Brand oklch(.545 .155 210) Primary actions, logo, brand surfaces

Gold

Set-asides, price preferences, guarantee exemptions. Never decorative, never in charts, never on anything that is not entitlement.

Stone

Exclusion verdicts. Deliberately not red: red implies the user made a mistake and can fix it today. Certification takes months.

Amber

Renewal windows and expiring certificates only. Time-bound things, never gaps in our own data.

Red

Destructive actions and failed uploads. Never a bid status, never a score, never a verdict.

Gold appears only where there is money on the table.

If a gold element does not correspond to a riyal figure the customer can actually claim, it is wrong. That single rule is what keeps the rest of the palette quiet enough to work.

Typography

Two scripts, one voice.

Manrope sets everything Latin, tight and geometric, and holds its shape at poster size. Rubik carries Arabic alongside it, the way SF Pro and SF Arabic work as a pair. No monospace anywhere: mono micro-labels pull a product toward developer tooling, and this one sells to bid managers.

Components

Every verdict has a shape, not just a colour.

The data model keeps a certified score strictly separate from anything Qeema estimates. That separation survives the render through structure, because colour is the first thing lost to a screenshot pasted into an email or a printed bid file.

Actions

Azure carries every primary action. Exactly one button in the product is gold: the one that claims money.

Eligible Non-energy

Eligible is deliberately uncoloured. Green here would flood the interface and take the signal away from gold. Being able to bid is the normal case.

Rules

What the system refuses.

✕

Qatar maroon

The national colour. A tool that adjudicates government tender eligibility while wearing the flag implies an endorsement Qeema does not hold, against its own position that it is not a compliance authority.

✕

Success green

Eligibility is the normal case, so colouring it floods the interface and steals the signal from gold, the one colour that should stop the eye.

✕

Colour-coded schemes

Tawteen, MoF local value, then UAE ICV, iktva, Oman ICV. Colour-coding works at two schemes and dies at five. Schemes get names.

✕

Per-org accent tinting

Customers are competitors bidding the same tenders, so tenant clarity is existential. A hue is still the wrong carrier for it. The org name sits in the sidebar permanently, in ink.

✓

Lighter tints in Arabic

Arabic carries more ink per line than Latin at the same size, so tinted grounds lift roughly 2% in the Arabic locale. Position mirrors with direction; the palette never does.

✓

Quiet good news

When certification genuinely does not apply, Qeema says so plainly and tells the customer not to spend the money. No banner, no celebration. A product that sells good news looks like it is selling something.
